I am to request that the Government of India will be so good as to make enquiry into this matter. I
enclose the Bill of Lading together with certain certificates
signed by the Consul for Mexico at Calcutta. I may mention with regard to these certificates that they form no guarantee that the opium is actually destined for Mexico, and that the latest information received by this Government is to the effect
that the Government of Mexico intend to introduce a law
absolutely forbidding the import of smoking opium and its
derivatives and restricting the permission to import the drug to those preparations of it intended exclusively for medicinal
purposes.

It would prove of great assistance to this Government, in its efforts to prevent smuggling, if in future the Government of India could see its way to require satisfac-
tory guarantees regarding the final disposal of opium shipped
to or through Far Eastern ports.
